Music and Musicians Tax Credit and Jobs Program Proposed State-Certified Production or Series of Productions Application

Application Instructions

Applications must be submitted no later than December 1.
Application deficiencies must be resolved by December 31.

Use this application to request DCEO certification of a sound recording production or related series of sound recording productions for the applicable calendar year (January 1 through December 31).

A separate application must be submitted for each proposed production or series of productions for which certification is requested. State-Certified Production certification applies only to the applicable calendar year. If a production or series continues into a subsequent calendar year, a new application must be submitted for that calendar year.

First-time applicants: Before submitting this application, you must first submit a Qualified Music Company (QMC) Eligibility Application for the same calendar year. You do not need to wait for DCEO to separately approve the QMC Eligibility Application before submitting your first State-Certified Production application.

Applicants that have already been certified as a QMC for the applicable calendar year may submit additional State Certified Production applications during that calendar year.

Series of Productions: DCEO may approve multiple related sound recording productions as a single State-Certified Production when the productions are sufficiently related to be administered as one series. All productions included in the series must have the same Resident Copyright status. Productions that do not meet these requirements must be submitted as separate State-Certified Productions or, if appropriate, as separate series.

Series of Productions: DCEO may approve multiple related productions as a single State-Certified Production when the productions share a common theme or are otherwise part of the same music project, have the same Resident Copyright status, and are submitted for certification for the same applicable calendar year. Expenditure in the State: means an expenditure to acquire, from a source within the State, property that is subject to tax under the Use Tax Act [35 ILCS 105], the Service Use Tax Act [35 ILCS 110], the Service Occupation Tax Act [35 ILCS 115], or the Retailers' Occupation Tax Act [35 ILCS 120], or for compensation for services performed within the State that is subject to State income tax under the Illinois Income Tax Act [35 ILCS 5].
